Out of Bounds Rule

Because when the player is hit backwards, he gets forward progress. The forward progress is not where the players goes out of bounds, so it’s like he got tackled in bounds. Because the Wisconsin player didn’t intentionally step out of bounds he got forward progress, which didn’t stop the clock.
